Dusty Qualls - Fire Chief

Dusty Qualls

BLFD Fire Chief Dusty Qualls, is a lifelong native of Northwest Arkansas. He began his firefighting career as a volunteer in 2000, transitioning to full-time service at the Rogers Fire Department in 2006. Over the years, Dusty has held various roles, progressing from Firefighter/EMT, advancing to Paramedic, Captain, Battalion Chief and currently serving as Deputy Chief – Field Operations of Rogers Fire Department. In March of 2023, he assumed the role of Fire Chief for the Beaver Lake Fire Department. Dusty holds a Bachelor of Science degree in Emergency Medical Services Administration from Columbia Southern University, complemented by numerous other certifications in the field. He is married and has one son, who also serves as a career Firefighter at Rogers Fire Department. Outside of work, Chief Qualls enjoys spending his spare time in outdoor activities.

Laura Tucker

Administrative Assistant

Laura joined our team in 2024 as Administrative Assistant to Chief Qualls. She provides administrative, payroll, financial, IT, and human resources support for the Beaver Lake Fire Department, assisting with day-to-day operations and organizational coordination. A lifetime Rogers resident and retired small business owner, she enjoys life on Beaver Lake, pickleball, spending time with family, and traveling by RV with her husband.

Justin Stanbery - Captain

Captain Justin Stanbery

Captain Justin Stanbery serves with dedication and fosters true camaraderie, mutual support, and teamwork among firefighters on B shift at BLFD. His commitment to public service is matched only by his devotion to family. With his wife Shari and their daughter Alexis by his side, Justin's career as a firefighter exemplifies his commitment to the safety and well-being of his team and our community. With over a decade of service, Justin's tenure at BLFD began in 2022, rising through the ranks to Captain in 2023. His expertise in emergency response and mechanical proficiency, combined with a degree in diesel mechanics, ensures the highest standards of maintenance on our apparatus and the protection for Beaver Lake residents. Beyond his professional duties, Justin finds fulfillment in serving his church and engaging in outdoor activities such as kayaking, hunting, and fishing, reflecting his genuine appreciation for God’s natural beauty of our surroundings.

Elijah BallouBeaver Lake Fire Department

Elijah Ballou

Elijah Ballou serves as a full-time firefighter with the Beaver Lake Fire Department, joining the team in February 2025. A lifelong Arkansan, Elijah brings a strong sense of commitment and service to the department. As a second-generation firefighter, Elijah continues a proud family tradition of public service. His dedication, steady work ethic, and passion for helping others are evident in his contributions and teamwork, making him an invaluable part of our department and the community we serve. Outside of his professional role, Elijah enjoys spending time outdoors and is an enthusiastic supporter of the Arkansas Razorbacks—especially during baseball season.

James Hollenbeck

James Hollenbeck joined the Beaver Lake Fire Department as a full-time firefighter in January 2026. Raised around the fire service, James began his career as a volunteer firefighter while still in high school before transitioning into full-time service. He brings several years of hands-on experience along with a strong foundation of fire service certifications. Outside of the department, James enjoys spending time with his family, attending sporting events, and making the most of time on Beaver Lake with family and friends.

LIVE IN FIRE FIGHTERS

Our Live-In Firefighters are dedicated professionals who reside at our fire stations and play an important role in serving our community. They also work full-time at nearby fire departments and volunteer their time with Beaver Lake Fire Department. Their presence allows for faster response times and enhances the level of protection and service we provide to our residents.
